Case7: UE does not Send RACH in Overlapping Areas

Issue Description	There is NO RACH on UE in the overlapping area (RSRP level of both cell are -70dBm) when the two cells that share same frequency and SSB
Analysis & Suggestion	Conclusion：Format = S_CRIT check failed on ARFCN 641952, cell 9， From the QXDM log, if Squal<0, the reporting S criterion does not meet the standard, causing the UE not send RACH                 Srxlev>0 has reached one of the S criterion conditions, Squal>0 is still required to totally satisfy the S criterion. The parameter of gNB QQualMinSIB1 is configurable. The current default value of this parameter is -12dB, it can be modify to -20dB After modifying the QQualMinSIB1of both cells to -20dB, CPE can attach to the cell in the overlapping area when the frequency and SSB are same at the RSRP level -70dBm. Suggestion - QQualMinSIB1 is not recommended at -20dB as it will cause UE that in bad signal condition try to register.
