Case5: No Handover Request

Issue Description	There is no measurement report of target cell even after the RSRP level reached the configured threshold, causing the inter BBU handover failure(No Handover triggered)
Analysis	Possible reasons Neighbor cell configuration incomplete/incorrect The clock synchronization source doesn’t match between the two gNBs.
Solution	After checking the parameters, we found that the frame offset set on two gNBs(0 vs 4ms) doesn’t match. Once the frame offset is synchronized, handover could happen as expected.
